Tanglin Halt's Redevelopment Journey - What's Next?
The Singapore government and its agencies are known for their strong forward planning, taking a forward-looking and coordinated approach to development. This is clearly reflected in the timeline shared in Part 1, where the redevelopment of the estate has been unfolding over the past 20 years - like clockwork.
Since 2004, different parts of the estate have been progressively redeveloped and residents relocated in phases. This systematic approach ensures a smooth transition while minimizing disruption to the surrounding community.
With this in mind, we can make a reasonable prediction of what lies ahead for the estate.
Current and Upcoming Developments
As of today, the following developments within the estate have been completed or are in progress:
1. Commonwealth View (QT N4 RC26) – Completed, SERS replacement flats
2. Commonwealth 10 (QT N4 RC30) – Completed, SERS replacement flats
3. Tanglin Halt Cascadia (QT N4 C1) – In progress, October 2023 BTO
4. Tanglin Halt Courtyard Phase 1 (QT N4 C2) – In progress, February 2024 BTO
Upcoming developments within the estate:
1. Site 3 (likely QT N4 C3)
2. Tanglin Halt Courtyard Phase 2 (QT N4 C2A)
3. Site 4
4. Site 5
5. Tanglin Halt Extension
Expected Timeline
HDB has indicated that the redevelopment will take place over 10 to 15 years from the 2023 announcement, suggesting a completion window between 2033–2038. Given that flats in this area typically take around 4 to 5 years to complete, the final project is to commence development by 2033 at the latest.
If past projects are any indication, launches will likely be staggered. This is especially important as parts of Tanglin Halt are currently occupied, and gradual rollouts help avoid placing excessive strain on infrastructure during construction.
🏠 Site 3 (likely QT N4 C3)
Development expected to commence around 2027.
Following the demolition of existing flats (completed at end-2025) and site reinstatement works, soil investigation works were observed in early 2026. For comparison, similar site preparation works at Tanglin Halt Cascadia took place between May and June 2023, with the project subsequently launching in the October 2023 BTO exercise and construction commencing in Q2 2024.
Given that BTO launches for 2026 have already been announced, the launch and development for Site 3 appears in 2027 appear highly likely.
🏠 Tanglin Halt Courtyard Phase 2 (QT N4 C2A)
Development expected to commence around 2031–2032.
Phase 1 is expected to TOP in Q3 2029. Only after the new market and hawker center become operational can the existing food centre be vacated and demolished, a process likely extending to mid-to-late 2030. This arrangement ensures that the existing facilities continues to serve surrounding residents, minimising disruption for both the stallholders and residents.
As such, development should likely commence shortly between 2031–2032, with completion expected in 2035–2037.
🏠 Site 4 and Site 5
Development expected to commence around 2031–2032.
Sites 4 and 5 are currently occupied by PPHS flats. In addition, Site 4 houses the United Medicare Centre (Queensway), a nursing home.
With the PPHS leases expiring in Q1 2030^, vacancy is expected shortly thereafter, following which redevelopment works can commence. Site reinstatement and preparation works, such as the demolition of the PPHS flats, is likely to take around one year, consistent with similar projects within the estate.
^In a follow up post here, I explained why an extension of the PPHS site expiry is highly unlikely.
For Site 4, development can proceed after demolition of the PPHS flats and the expunging of the southern half of Tanglin Halt Road. Hence, the project is expected to commence development around 2031–2032 with completion between 2035–2037.
For Site 5, the outer edge of the site is currently occupied by Commonwealth Drive near Queensway. As part of the redevelopment plans, this stretch of road will be realigned eastwards.
The road realignment works are likely to overlap with early construction works for the site, as the existing road is expected to be converted into a cycling and pedestrian path with limited structural dependencies.

This timeline would also align with the completion of Tanglin Halt Courtyard Phase 2, helping to support the viability of the shops within the planned three-story commercial facility (in short, a shopping center).
🏠 Tanglin Halt Extension: The Next Chapter
Under the URA Master Plan 2025, a site north of the estate has been earmarked for future residential development, with a gross plot ratio listed as “Subject to detailed planning”.
Another key component of the redevelopment is a proposed flyover linking to one-north, similar to North Buona Vista Link. This is a plan has been introduced since the 2019 Master Plan after the introduction of the Rail Corridor effectively separated the estate from the one-north region.
These developments are expected to take place over the longer term, likely towards the end of the 2030s or even into the 2040s, after the estate has been fully redeveloped. Tender documents for the upcoming widening of Commonwealth Drive similarly support a longer time horizon for these developments.
This arrangement aligns with the future developments in greater one-north region, allowing demand for the additional residential and transport infrastructure to be more firmly established first. Once completed, the flyover is expected to enhance connectivity between the estate, one-north, and the AYE, improving accessibility for both residents and commuters.
Conclusion
The timeline above points to an expected completion window of 2035–2037, which sits well within the wider 2033–2038 (10 to 15-year) timeframe publicly communicated by HDB. This alignment underscores the level of foresight and meticulous planning underpinning Tanglin Halt’s broader 30-year redevelopment journey.
In the future, I will share my expectations on the potential design and plans for each site based on available information and my experience, as well as further insights into the estate’s planning directions as reflected in historical changes in the URA Master Plan.
